Instructions:
- Step 1: Preheat your oven to 350°F (175°C). This ensures that your bars bake evenly.
- Step 2: Grease a 9x13-inch baking pan with cooking spray or line it with parchment paper for easy removal.
- Step 3: In a large mixing bowl, combine the all-purpose flour, rolled oats, light-brown sugar, baking soda, and table salt. Stir until well combined.
- Step 4: Add the melted salted butter, egg, and vanilla extract to the dry ingredients. Mix until everything is just combined, being careful not to overmix.
- Step 5: Gently fold in the chocolate chips until they are evenly distributed throughout the batter.
- Step 6: Transfer the batter to the prepared baking pan and spread it out evenly. Press it down slightly to ensure it holds together during baking.
- Step 7: Bake in the preheated oven for about 15 minutes, until the edges are lightly golden.
- Step 8: While the base is baking, prepare the caramel. In a saucepan over medium heat, combine the salted butter, brown sugar, corn syrup, salt, and baking powder. Stir continuously until everything is melted and smooth.
- Step 9: Once the base is out of the oven, pour the caramel mixture over the baked layer. Spread it evenly with a spatula.
- Step 10: Using the remaining batter, drop spoonfuls over the caramel layer. It doesn’t have to cover it completely; some caramel should be visible.
- Step 11: Return the pan to the oven and bake for an additional 20-25 minutes, or until the top is golden brown and set.
- Step 12: Remove the pan from the oven and let it cool completely before cutting into squares. This will help the bars set properly.
