Line your 9x13 inch baking pan with parchment paper.

Sift together the cocoa powder, flour, salt, and baking powder in another bowl.
Fold the dry ingredients into the wet mixture until just combined.
Fold in the dark chocolate chips until evenly distributed.
Pour the batter into the prepared baking pan and spread it evenly.
Bake for 25 to 30 minutes, or until a toothpick comes out with a few moist crumbs.
Let the brownies cool in the pan for 10 minutes, then lift out and cool completely on a rack.
